NOTICE OF RACE

 

1                RULES

1.1          All racing will be governed by the rules as defined in The Racing Rules of Sailing.

1.2          All class rules prohibiting VHF radios and cellular telephones are waived.

1.3          Chicago Tartan Ten Association Rule 2.3(a) is changed as follows: There is no crew weight limit while racing.

1.4          Chicago Tartan Ten Association Rule 2.3(b) is changed as follows: There is no crew limit while racing.

2                ADVERTISING

Advertising will be restricted to Category A.

3                ELIGIBILITY

3.1          The racing season is open to boats that have a current PHRF certificate and to boats of the following classes:

(a)            Corinthian Frostbite

(b)            Laser

(c)            Lightning

(d)            Rhodes 19

(e)            Vanguard 15

3.2          Each boat shall be owned, co-owned, or chartered by a CCYC member.

3.3          Each skipper shall be a full CCYC member in good standing, a member applicant, or a member of the junior fleet.

3.4          Members acknowledge and understand that race committee duty is a requirement for eligibility. Failure to perform a race committee assignment may result in being scored DNE (disqualification not excludable) for one or more races completed. Penalties shall continue to be assessed until the race committee assignment is fulfilled.

3.5          Class Membership

(a)            Lightning – a skipper racing in the Championship Series shall be a member in good standing of the ILCA and Lightning Fleet 5.

(b)            Offshore Fleet – a skipper shall be a member in good standing of the offshore fleet.

(c)            Rhodes 19 – a skipper shall be a member in good standing of Rhodes 19 Fleet 12. A regular crewmember not meeting the eligibility requirements may take the helm while racing providing that the crewmember neither starts nor finishes.

(d)            Vanguard 15 - To be eligible for club racing, a yacht's owner or co-owner must be a member in good standing of the Vanguard 15 Class Association.


 

4                ENTRY

Eligible offshore boats may enter by completing an entry form and sending it to the offshore fleet captain prior to racing. Each boat shall submit a current LMPHRF certificate. The offshore fleet captain may assign a temporary rating to a boat without a valid certificate. An entry form is included with this Notice of race or can be obtained on our website www.corinthian.org/offshoreracing

5                SCHEDULE

The series covered under this Notice of Race are listed in the Corinthian Racing Schedule. For the scheduling convenience of the racing fleets, additional regattas are listed. These regattas are hosted by the club and have separate eligibility and entry requirements.

8.1          The Lightning Class awards trophies for the Championship Series. The Hildegard Perpetual Trophy, built by Irving Campbell in 1947 is awarded to the Lightning Class Champion.

8.2          The Rhodes 19 Class awards trophies for the Championship Series, the Wednesday Evening Series, the City Series and the Fall Series.

8.3          The Tartan Ten Class awards trophies for the Waveland Challenge.

1                RULES

2                NOTICES TO COMPETITORS

Notices to competitors shall be posted on the official notice board located on the North wall of the club's main assembly area.

3                CHANGES IN SAILING INSTRUCTIONS

Any changes to the sailing instructions will be posted before 0900 on the day it will take effect, except that any changes to the schedule of races will be posted by 2000 on the day before it will take effect.

4                SIGNALS MADE ASHORE

4.1          Signals made ashore shall be displayed on the flagstaff facing the waterfront of the clubhouse.

4.2          When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 60 minutes’ in the race signal AP.

5                SCHEDULE OF RACES

See the Corinthian Racing Schedule within this racing program.

5.1          It is the intention of the race committee to run up to three one-design races on Sunday. If the race committee intends to start another race, it will display the Second Substitute (with no sound) while boats are finishing.

6.1          An offshore boat without proper sail numbers shall not be scored (amends RRS G4).

6.2          A boat competing in a Wednesday Evening PHRF section shall display its section flag from the backstay beginning with its preparatory signal until it finishes. Boats failing to display a flag shall not be scored.

7                RACING AREA

Racing shall take place upon the open waters of Lake Michigan East of Montrose Harbor.

8                THE COURSES

8.1          Boats racing must not pass through the start/finish line after starting except to finish or when the starting mark is a rounding mark of the course.

8.2          One-Design Fleet Weekend Courses

(a)            The race committee shall designate a course and first mark using placards before or with the warning signal (amends RRS 27.1).

(b)            Nine courses (A, B, C, D, F, WL2, WL3, WL4 or WL5) shall be available for use at the discretion of the race committee. See the course diagrams in Appendix A: COURSE DIAGRAMS.

8.3          Wednesday Evening Series Courses

The race committee shall designate the first mark using placards before or with the warning signal (amends RRS 27.1). See the course diagrams in Appendix A: COURSE DIAGRAMS.

8.4          Offshore Fleet Weekend and Commodore Cup Courses

(a)            The race committee shall designate a course and first mark using signal flags or placards before or with the warning signal (amends RRS 27.1).

(b)            The Weekend Series shall be sailed using any of the Courses 1 thru 9, A thru E as described below.

(c)            The Commodore Cup shall use either Course WL2 or WL4 (utilizing drop marks), as described in Appendix A: COURSE DIAGRAMS. The race committee reserves the right to designate an alternate course.

9                MARKS

9.1          A racing circle is situated between the Wilson Avenue Crib and the Montrose Point Light. Eight spar buoys demarcate a circle approximately three-quarter (3/4) nautical miles from a ninth spar buoy located at the circle’s center. The spar buoys, by their location relative to the circle’s center, are designated as marks: Center, North, Northeast, East, Southeast, South, Southwest, West and Northwest. In addition, CCYC maintains four additional spar buoys. These marks are designated as E2, SE2, V and T. The descriptions and approximate latitude and longitude of CCYC course marks and LMSRF Area III Metro marks are listed in Appendix B: MARKS.

9.2          The race committee may use inflatable tetrahedrons as marks in place of or in addition to spar buoys. When used:

(a)            Rounding marks shall be orange

(b)            Starting and new marks shall be yellow

(c)            The one-design finishing mark shall be yellow

(d)            The offshore finishing mark shall be white

10            AREAS THAT ARE OBSTRUCTIONS

The area bounded by buoys placed in the immediate vicinity and surrounding a water intake crib designates an obstruction. The protest committee shall score a boat protested for transiting the area Disqualified Not Excludable (DNE).

11            CHECK-IN

Before the first preparatory signal of the day, the race committee requests that all boats come within hailing distance of the race committee and present their sail number and class flag. After the first preparatory signal, all boats whose preparatory signal has not been made shall keep clear of the starting area. For purposes of this instruction, the starting area extends half the length of the actual starting line beyond either end of the starting line and half the starting line distance behind and in the direction of the first mark of the course to be sailed.

12            THE START

12.1       The starting line shall be between an orange flag on the race committee boat at the starboard end of the line and the port-end starting mark. The port-end mark may be either the Center Mark or an inflatable mark.

12.2       Races will be started by using rule 26 with the following addition: An attention signal (flag F with one sound) will be made five minutes before the warning signal of the first class to start. The attention signal shall be removed with one sound one minute before the warning signal.

On multi-race days, subsequent races will be started by using rule 26 with the warning signal given 5 minutes before the starting signal.

12.3       One-Design Weekend Starting Sequence

The first warning signal is scheduled for 12:35.

13            GENERAL RECALL

The race committee may signal a general recall (display the First Substitute with two sounds). A general recall does not suspend the starting sequence. The start for the recalled class shall be appended to the end of the starting sequence. The flag shall be displayed until all boats of the recalled class are completely on the pre-start side of the starting line or its extensions, but no later than one minute before the next starting signal. The First Substitute shall be removed without a sound. (amends RRS 29.2).

14            CHANGE OF THE NEXT LEG OF THE COURSE

To change the next leg of the course, the race committee will lay a new mark (or move the finishing line) and remove the original mark as soon as practicable. When in a subsequent change a new mark is replaced, it will be replaced by an original mark.

15            THE FINISH

15.1       Weekend and Holidays

It is the intention of the race committee to finish races for the one-design fleet and offshore fleet on separate finishing lines.

The ONE-DESIGN finishing line shall be between an orange flag on the race committee and the Center mark or the one-design finishing mark located to the race committee’s port side.

The OFFSHORE finishing line shall be between an orange flag on the race committee and the offshore finishing mark located to the race committee’s starboard side.

15.2       Wednesday Evening

The finishing line shall be between an orange flag on the race committee and the Center Mark.

15.3       Race Committee Absent

US SAILING prescribes that, if a finishing mark is missing but another one remains in place, a boat shall finish as close to the remaining mark as practicable on a line extending from its required side at a 90 o angle to the last leg. If a boat finishes when the race committee is absent, to be scored as finishing she shall note her finishing time and her finishing position in relation to any nearby boats and report them to the race committee as soon as reasonably possible.


 

16            TIME LIMIT

Boats failing to finish within the time limits shall be scored Did Not Finish (amends RRS 35).

17            PROTESTS AND REQUESTS FOR REDRESS

17.1       Boats protesting are requested to notify the race committee by hail, or by VHF radio, of their intention to protest shortly following the finish of the race in which the infringement occurred.

17.2       Protest forms are available from the race committee. A protest shall be delivered to the race committee within the protest time limit. The protest time limit is one hour after the official docking time of the race committee (amends RRS 61.3 and 62.2).

17.3       The protest committee will hear protests at the club on Thursday of the week following the race. Hearings will begin at 1900.

18            SCORING

18.1       A skipper on race committee duty for a particular day shall be scored as having raced that day and shall receive points equal to the average points scored for his or her other qualifying races for the series.

18.2       Lightning Class

(a)            For a race to be scored in a series there must be a minimum of three boats ranking as starters.

(b)            The Low-Point Scoring System, Appendix A of the RRS, shall apply with the following stipulations: Five races are required to be completed to constitute a series. The number of races to be scored shall be 60% of the number of races completed. A boat’s series score will be the average of her best race scores for a number of races equal to the number of races to be scored.

18.3       Rhodes 19 Class

(a)            For a race to be scored in a series there must be a minimum of three boats ranking as starters.

(b)            The Low-Point Scoring System, Appendix A of the RRS, shall apply with the following stipulations: Four races are required to be completed to constitute a series. The number of races to be scored shall be 60% of the number of races completed. A boat’s series score will be the total of her best race scores for a number of races equal to the number of races to be scored.

18.4       Offshore Fleet

To qualify for a series a boat must finish the number of races shown in the following table. The overall score shall be based on the “MAXIMUM SCORED” indicated for each series. All races finished beyond the maximum number of races scored may be used as throw-outs.

A boat’s score for an individual race is determined by taking the number of finishing boats in a class and assigning a squared number, starting at 40 X 40, in order of finish until the last place boat is scored:

For example, if a boat finishes six races in the Weekend Series, the five best races shall be scored, the point totals added, and divided by five. The remaining race shall be used as a throw-out. If the boat finished only four races the point total shall still be divided by five (the “Maximum Races Scored”).

In the event of a cancellation or abandonment that is not subsequently made up, it may be necessary to reduce the maximum races scored to the number of races actually finished.

In order to encourage participation, ten bonus points shall be added to the final average for each race a boat finishes in a series. The points shall be added even if the race is used as a throw-out. Bonus points shall not be added if the race is abandoned, not started by the race committee, or if the boat is scored DNF.

19            PRIZES

The number of qualifiers for each series determines the number of prizes as follows:

20            SAFETY REGULATIONS

20.1       The skipper and boat shall comply with all Federal, State and Coast Guard requirements regarding the ownership, registration and safety regulations/equipment.

20.2       A boat that retires from a race shall notify the race committee as soon as possible.

21            REPLACEMENT OF CREW OR EQUIPMENT

21.1       Lightning Class

(a)            Substitution of skippers shall not be allowed during the championship series.

(b)            Any number of crew may sail in a championship race.

22            RADIO COMMUNICATION

The race committee will monitor and may make courtesy broadcasts on channel 72 VHF. A boat may use this channel to notify the race committee of their withdrawal or need for assistance.

23            RACE COMMITTEE AND PATROL CRAFT

The principle race officer or the race committee chair may hold the race committee boat or patrol craft in the harbor if staffing is inadequate for proper and safe operation. If the race committee is unavailable, a class may use a rabbit start. See Appendix C: THE RABBIT START for details.

24            DISCLAIMER OF LIABILITY

Competitors participate in the racing season entirely at their own risk. See RRS 4, Decision to race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

25            THE PURSUIT SERIES

The first boat to start shall be at 1830 and shall be the slowest rated boat participating in the series. This changes Ratings/start times shall be as with spinnakers. The starting/finish line is either an imaginary line perpendicular to the center pin and the first mark of the course or an imaginary line created by the center pin and a nearby temporary starting mark (if this is in position) placed approximately 6 boat lengths away from the center pin. To start, a boat shall either pass between the two starting marks or pass the center pin as close as safely possible to one’s port. The first mark of the course shall be announced by radio broadcast by 1820 by the captain of the OS fleet or an OS fleet designate. The finish shall be recorded by the first boat to either cross the starting/finish line or to pass the center pin to port at the end of the race or by race committee if present. Boats with later starting times must stay clear of starting boats.

Note: A suggested Starting Time Period = the number of starters multiplied by six seconds (i.e., five boats at six seconds per boat = 30 seconds). A longer interval of up to ten seconds per boat may be used depending on conditions and the number of starters.

 

The starting line is the line between the port-end starting mark and the rabbit. A boat starts when it crosses the starting line within the Starting Time Period. After starting, all boats shall remain on starboard tack until the rabbit has tacked to starboard. A boat failing to start properly may do so by sailing to the approximate location the rabbit tacked to starboard (position 5) and make a 360 degree turn.

All times are approximate. The absence of sound signals shall be disregarded.

 

A boat making contact or interfering with the rabbit is disqualified and shall retire.
